That's not a patent. It's a patent application.

See here:

http://appft.uspto.gov/netacgi/nph-Parser?Sect1=PTO1&Sect2=HITOFF&d=PG01&p=1&u=%2Fnetahtml%2FPTO%2Fsrchnum.html&r=1&f=G&l=50&s1=%2220150161860%22.PGNR.&OS=DN/20150161860&RS=DN/20150161860

If you search the PTO database for Frank G. Pringle, you will see he has no such patent:

http://patft.uspto.gov/netacgi/nph-Parser?Sect1=PTO2&Sect2=HITOFF&p=1&u=%2Fnetahtml%2FPTO%2Fsearch-bool.html&r=0&f=S&l=50&TERM1=Pringle&FIELD1=&co1=AND&TERM2=Frank+G.&FIELD2=&d=PTXT

Also see here:

The biggest difference between a patent application and a patent is that an application has not been evaluated on any level, not just for patentability but for basic operability. So an application can be very sound, well written and definitely on its way to a patent, or it can be a completely inoperable, back-of-the-napkin mess that will never become patent.

And it's probably a good thing too... did you notice the date?

Filed: December 5, 2014

Didn't Pringle leave LIBE in October 2014? So he bails out just before all his notes become due and leaves shareholders (and Brian) in the crapper, and then turns around and tries to file a patent for, essentially, the GuardLite?

I wouldn't worry about it though, that application is hopelessly overbroad and there's no way it would be enforceable. He is basically claiming patent rights to anything with a pole that has a light, a camera, and some kind of power source mounted to it.

May be prior art from 2006 and 2011

In regards to Pringle's 2014 patent application for the Guard Lite, there appears to be prior art in a 2006 application (this design doesn't put it all on one pole, however):

US 20060279423 A1
Abstract
A surveillance system provides a plurality of monitoring units placed in remote locations without access to electrical power. Each monitoring unit includes a self-powering source including at least one of batteries, solar cells, a hydroelectric generator, a wind generator and a hydrogen fuel cell. The power source provides power to surveillance components such as cameras, lights, infrared illuminators, DVRs, and transmitters. The power source also provides power to other components in the housing of the monitoring units such as temperature control, keycard access, and excess power made available at an outlet at the housing. Each monitoring unit wirelessly transmits video signals from each of the cameras to a hub or receiver that directs the images to the internet. An internet user with the proper access code can access the video surveillance and remotely control the cameras and other components of the monitoring units.

There's also a Chinese patent application for something similar, but this one doesn't include images:
