I don't think they would. The purpose of a suspension is to warn investors that something may be wrong; secondarily, suspensions see to it that stocks are dumped to the Greys, where most people aren't interested in trading them. Both of those objects have been achieved, so there's no need for the SEC to do it all over again. They're perfectly free to investigate anything they want without suspending first.
