Hey, nice find Admiral! Wialan definitely appears to be in the mix, with regards to this vision for the DR:)

Very nice find! With WLAN already having a successful installation in Dominican Republic schools with a very reputable partner, they have the potential to grab a good portion of the work and revenue from that. Also, to compliment WLAN's installation, there was a separate proposal specifically for school technology literacy. Per the article:

Another proposal is basic training in the use of information and communications technology (ICT), for public schools to enhance teachers’ skills from 15 to 50%, and students 30 to 80%.
