FINRA wouldn't have stepped in unless it was apparent that the company was doing something that was going to cause a major upheaval in the market...like dump billions of shares on the market at one time, causing people to panic and buy/sell based on nothing more than frenzy.
You can bet your bottom dollar on that. If the company had been the ones to call FINRA they would have released an immediate PR to calm the masses. This was not their doing a and their silence speaks volumes.
