That's very possible. An extraordinary event that can effect the market's ability to settle trades could absolutely be too many shares borrowed vs. the shares available in the new O/S. The stock is trading 200mm+ volume on 180mm O/S. There's obviously short positions. Some of which may not be able to settle so they pulled the plug on the whole thing. I don't believe it's divi related as Finra approved all of that and it's a week old.
