Technically, it doesn't mean they are up to date wit SEC. It could also mean they follow the international reporting standard, the alternative reporting standard OR current in the SEC reporting obligations.

You are mistaken. OTCMarkets and the SEC have no connection whatsoever. OTCMarkets is a paid stock promotion company. They have no regulatory authority of any kind. They invented the "yield" and "stop" signs as a way to force companies to pay them to post information on their site. That is how OTCMarkets makes money.
The SEC does not recognize OTCMarkets or anything posted there. The vast majority of the information uploaded to OTCMarkets is either incorrect, incomplete, or outright fraudulent. No one should assume anything posted there is accurate in any way. None of it is reviewed for accuracy by anyone, and certainly by no one with any regulatory or legal authority. It is all for show and nothing more.
