Who gave the FDIC the authority to seize WMB certainly not the OTS (the organization in charge of regulating WMB)? The OTS clearly stated that the bank was solvent and well capitalized at the time of seizure. A a matter of fact, the OTS specifically said to the FDIC not to do so.
