Nope. They will calculate the number of shares to assure their ownership remains in balance. When they dilute the stock by making public or private placements, they recalculate ownership. The lower the price at the time of recalculation, the more the shares they issue. The higher the price, the less shares they will issue. But the offering is the excuse to issue themselves shares regardless. The number isn't random.

There is also a "compensation award" for both executives and board members, but that is usually 1k to 10k shares range for each and normally insignificant against the overall number of shares outstanding.
