Shareholders are being diluted by the issuance of heretofore unissued shares. The float has nothing to do with that and references thereto are meaningless dribble.
This whole sham is more likely to blow up in Vakser's face than succeed in any way. When it does blow up, shareholders become stuckholders regardless of what they "think".

They are not yet in the OS. When they are issued they will dilute current common shareholders of SUTI. The equity lost by current common shareholders from that dilution is going to PRPM shareholders.
That is how current SUTI shareholders are "paying".
