"how are we as share holders paying dividends to PRPM share holders, when those divi shares are already reserved"

They are not yet in the OS. When they are issued they will dilute current common shareholders of SUTI. The equity lost by current common shareholders from that dilution is going to PRPM shareholders.

That is how current SUTI shareholders are "paying".
