I see no problem with this....unless it would require months to negotiate the terms.

To have a shareholder friendly financing deal outlined in the Form 10 would be very beneficial to newbies/ new eyes imo.

Having the debt all but wiped out would be absolutely HUGE....

See this is what I though too lol it's VERY poor wording. But NO, the Form 10 can be filed before the finance is in place.
