Yes, the TA would know. A company can't just launch shares out in the market, a transfer agent is needed to sell them. I'm not saying they need to file a report but all PUBLICLY TRADED shares are accounted for by a TA, there is no getting around that in any market. They can be gagged however. To say no one knows is false.
