Negotiations in Germany are with each individual location that provides services, if I remember what Linda said at one of her presentations. When they are negotiating, they also do not disclose the terms of those negotiations that are complete. At least this is what I'm pretty sure I remember.
As to why it's not complete yet, we're not told.
This is unlike the negotiating in the UK, which is only once.
