FINRA has jurisdiction over corporate actions for OTC traded stocks, including splits/reverse splits. They have most recently been very reluctant to approve multiple reverse splits in quick succession (i.e., a year or so). FINRA knows all about these toxic death spiral issues, and they will usually allow them 1 reverse, but not 2.
The odds of NBRI being able to reverse split the stock again so quickly after the last 1-200 reverse in February is slim.
