My understanding is, MM's can NAKED short for liquidity when a float is locked. Hence the term air shares! Also, most MM's never cover and just continue to NSS (naked short sell) air shares untill a company is in the trips before or even if they decide to cover. Why cover when they have sold you something that doesn't exist?
