NITE is a market maker and they are probably the one on record for LLBO when they filed the required Form 211 with FINRA to help get the chill released by the DTC. A simple Google search with the heading "NITE", market maker, manipulation will show numerous entries of alleged fraud, stock manipulation and actual lawsuits for illegal naked short trading in the OTC market by NITE. I say alleged because I am not aware of the outcome. This has always been a mystery to me whether it's conspiracy theory or not that MMs are manipulating the market.
