The possibility of an extended moratorium is what drove this down to .0006

I am sure that it had nothing to do with the missed audit dates, the long drawn out water issues (that were supposed to be "no issue")...just drill a well, truck it in, pipeline from the river...oh wait now we will wait for re-zoning of the city water or maybe getting our land annexed...Ha Ha Ha

IMO, it was well on it's way to the current PPS long before the "potential moritorium".
