How many "free" shares did LPC get for signing up on the two deals ?

Was an LPC representative at the SHM?

Not only LPC was involved but many other investors, all listed in the Jun 26 prospect.
The price paid in the PPS was $0.75
The warrants that came with offering are exercisable at $1.00 and $1.25 and expire somewhere in 2019.
According to the prospect nobody exercised any warrants yet.
LWLG received $3.140.000, and hopes to receive another $4.733.550 from the exercise of the warrants.

I dont know hat you mean by "sellers", the warrant holders must first buy shares thru their warrants and only then they can sell.
