Reg SHO reporting (which you can access daily at regsho.finra.org/regsho-Index.html) reports naked short sales.

This is a link to SHORT VOLUME data! Are you saying that all short volume is naked short?

99% of short volume is automatically covered through MM counter measure and doesn't constitute in any way a short position on the ticker.

The only meaningful short data is bi monthly report: http://www.otcmarkets.com/stock/SLNN/short-sales

This is the only data that can teel you if there are short positions on SLNN.
