Insiders can't buy if there are big deals at hand that will dramatically increase share price.
In the beginning of this strategic bankruptcy GTAT made a public pledge to preserve stakeholder value (which includes shareholders). I've seen no sign that they are not working on this diligently.
Shareholders have to do their own DD and make their own decision. I bought more shares last week.
