It is background to help appreciate that there are problems in the area. The district that shut off water is not the district that furnishes UPOT (as near as I can tell). It appears that UPOT's district has the senior rights. That does not guarantee water, it means you are the last to go dry.
However: the whole Yakima River drainage is short. So there may be consequences going forward.
Basic problem: The area gets its water from the Yakima river. The Yakima river depends on snow melt. There was little snow.
