The only thing this is similar to is the "announced" dividend, the "announced" trip to the mines, the "announced, the announced, the announced" blah, blah, blah.

They always announce things like this stock buyback, and in my opinion it will NOT happen just like everything else they have announced!!!! And even if they buy back a few shares, it will never be the full "announced" amount.
