Probably the further development work related to Direct. If they're smart, they'll add additional regulatory bodies to Direct, and I suspect it is part of the current delay, they finally might be in the process of doing just this. If you go back a few years you'll find that they suggested the UK was going to be part of the Ph I/II study, actually they PRed about it in 2012. Money, or lack of it, definitely affects the pace, no doubt.
