I saw that too......The delay is typical and nothing to be worried about over the long run.

Here's a little more info on DHS contract it's currently for (25)v-300 base units and (2)v-300 master units.

So the market is factoring in a possible not so good first quarter earnings report. Virtra has not announced many contracts since last year, and the big one won't complete for awhile, so maybe earnings may not look so god in a month. ???
