Wouldn't make sense to bid directly on the Sacremento Airport RFP because it doesn't fit SLTD's business model and SLTD doesn't have the money to build and own. JN has said his goal is to acquire other solar co's and grow by doing more acquisitions. As it relates to this Airport RFP, I'd think SLTD would be more interested in staying within their core competencies.......doing the install for whoever is the winning bidder. That IMO seems more in line with what management has stated in the past regarding their growth strategy. I'd expect them to focus on what they've said and not become sidetracked on doing projects that can be valued like a fixed income security.
Solar3D would get the loan to build the solar facility. The gov/ taxpayers make the monthly payment to Solar3D. Solar3D keeps the monthly profit premium of those payments. Simple.
Compare it to purchasing a rental which the tenants are paying more than the monthly cost of the home loan.
