Here's the thing, Sound. They don't. nothing in that article says they can legally export extracts. I think you need your reading compression tested.

That article is talking about a Canadian company looking to set up shop in Colorado. Absolutely nothing in the article says anything about them exporting extracts from Canada to the US. Nothing.
