I can absolutely guarantee that such a letter does not exist.

If the question incontinent liar Kenneth Manzo really asked was "can I sell a probiotic as a dietary supplement?", then the answer would be yes.

But of course, the product MNZO claims to be developing is not just a dietary supplement, it's a non-GRAS live bioengineered bacteria modified to contain human DNA.

If he'd really asked about that product, the idea that FDA would say, "yeah, sure, just go ahead and sell it wherever you want" is beyond ludicrous.

I suspect in reality he hasn't been in contact with FDA at all as you suggest.
