Shares were locked with the holder of record as if the 26th. The vote lies in the hands of that note holder. Yes that means that there could be voters who do not hold a single share but still have a vote.

I confirmed this with Phil in my call with him.

Your vote still counts as long as they were your shares on or before deadline
Issue has been addressed here before and clarification has been given by management in emails and conversations
Best way is to put a call in yourself to confirm..
