My friend who used to work at the ITC says that most likely a lawyer for one side or the other beat the Pacer clock on getting the info. They become buddies with the clerks and can find out when the orders are being typed up.

If they are physically present at the clerks office when the order is released they may come to know something before it gets on Pacer.

She also said something about midnight and Pacer deadlines, but I'm not clear on exactly what she meant so will try and pin it down next time I see her.

Let me know if I should ask any particulars.

Good point Gungrey ! Yes, isn't it amazing that Rep. & Senators can trade on inside info ... LEGALLY.

I did not think of this angle, I bet you are right ... then who do they pass it on to ??? Nice chain reaction.
