The critical thing to understand here is that the second phase of HSPD-12 involves MACHINE authentication whereas the first (current) phase is about individual authentication. Phase II is next year.... and it's all about TPMs. Lest we all forget, the TOM is essentially a smart card attached or built into the motherboard.
