No. That isn't the problem. Certainly it isn't at the penny level.
The problem is that the SEC is an entrenched bureaucracy. The Commissioners are political appointees. Who really runs the show? Probably people who've been there for decades, and know they'll outlast those who come for a few years and then move on. They want to hold onto the power they have. There's no impetus for organizational reform.
