May I suggest it's neither. Instead what you see is biotech which we all know was strapped for cash due to losing the financing deal because of AF's attempt to distort the MDA relationship. Once that deal needed to be renegotiated, things that should have been done within that timeline were not, as essential NW had to apply the brakes on spending. Now with Woodford abroad they will complete all related to DCVax-L.
