OK. However, I disagree with the following line "...namely the ability to raise capital possibly quelling certain concerns a risk manager might have of the company's ability to maintain operations going forward. "

I believe the effect is the opposite. Rather than quell concerns, it would elevate them and confirm the earlier financial concerns regarding the company.
