When I first read this, I thought it was an early April Fools joke. The format sounded so complicated: an 8-team tournament with the so-called hockey super-powers - Canada, the US, Russia, Sweden, Finland and Czech Republic; joined by a select team of North American players under 24 years old, and a select team of the rest of the world's players who aren't affiliated with the aforementioned countries.

Then I realized they were serious. What would be much simpler would be a select team of North American players against the rest of the world. That would be more like a Ryder Cup format.

Lots of obstacles to overcome here, including (as you mentioned) getting the pro clubs on board. It would make for some good hockey though...
