Based on the read it appears early to mid 2014, as they did cite the Target hack as recent, which occurred in late December 2013.

This would be an absolute perfect purchase for Apple and/or Android or other phone manufacturing company to implement every app in the App Store. Sure would be nice to know notes, medical, banking, and all our other personal data we access via apps is secure.
