250 billion is authorized, not issued. They explicitly stated an immediate purpose for the share structure change is to effectuate a capital raise.

If you understand these equities you know there is no way this stock can absorb even a fraction of that amount if it is all selling pressure.

Likely, it is a control mechanism for the capital raise. Preferred conversion can take place many quarters or years later after market valuation and liquidity is built. This conversion can take place at much much higher prices utilizing a small fraction of the authorized increase. However, the room is there to maintain control against market forces, if necessary.
