Still possible to put a good PR out even if the toxic debts are not fully paid yet...

Remember ELRAT issued one big PR from .0006 to .009 even if the debts were not already all paid off...
The PR was a total joke cause Asher is not the only Toxic Financier in ELRAT, just like AJAC also...
