Well, I do think they have purchased land where they are building the facilities. Either way, your not going to start construction on these facilities until the system is tested and you know it works.
Its true that INCC had no intentions of growing their own MMJ. Mainly, due to federal regulations and the risk involved. However, leasing the equipment and the building reduced their risk. With the new Federal Regulation change... its possible INCC could grown their own MMJ without that risk. The main reason why I believe this could happen is due to the PR about how Mr. Newsom was looking into tier 3 licenses. Why would you be attempting to get those if your not planning to grow? I mean that would just be a waste of time and resources that could be spent on getting the GroPro System ready...
I think a lot of detail is still being hidden from us and that's why I think it will be an interesting year...
