They weren't NOT targeting Ontario residents. They were targeting anyone who had a computer and was interested, or potentially interested, in penny stocks.
Ooops, I need to remove the APS gang and Dan Ryan from that list; they're in Quebec. But the others are from in and around Toronto. If the companies in question chose to use Ontario promoters, that really ought to be enough of a connection.
