This is minor, but is Washington D.C. really fully legal? The people of DC voted in favor, but that was only a "straw vote." By definition Congress has to pass legislation to actually make weed legal in the District of Columbia. Some argued the "approval" would be a part of the recently passed budget bill, but did it make the cut? Plus, if included in the budget bill, it still is not approved, until the Prez signs the legislation.
