Yes, penny, that's the procedure DTCC uses to clean out the trash. It's the procedure they are using on CMKX.

this rule was created as a another safe measure for the DTCC so that they never get CMKXed again this does not apply to CMKX but for any future companies who want be the next CMKX imho
