What I kept saying about keeping comments to CPs to a minimum instead of flooding the FDA with them is proven true (I already knew that, some here didn't believe me):

Ms. Hamburg added that the rule, proposed in 2011, drew over 1,000 public comments. That meant it required more time than expected to complete.
