Unfortunately, if one of the qualifying conditions is the financial statement of the vendor, and it almost always is, then this will definitely not look good for the decision makers on RISE. Victor really is an incompetent fool. However, he may be much worse than that because I wonder if we have gotten any truth out of him, and is Wialan nothing more than a shell with a few small customers.
