It just means vendors cannot stop proving services, GTAT can pay them using the funds they have for necessity keeping water and electric running....

It was GTAT(Q)that requested the court to allow them to pay certain creditors,namely,the vendors,the contractors,and the shippers.These creditors were deemed essential to the continued existence of the company.Today's ruling granted that request.So,yes,they will be paid.It was the whole reason for GTAT(Q)'s request.
