the problem with INCC is the lack of volume - and that would make it less of a priority for the SEC and FINRA - no matter how blatant the scheme.

a couple dozen trades and sometimes less than a dozen in a day.
Minimal investors involved. although they do tend to like serial offenders and the CEO Uccello fits that picture.
