And it was dropped when Rich failed to provide the attorney letter within the prescribed 30 day period after providing the Annual.

They had until September 15th to provide the Annual Disclosure, starting 30 days form that date they are required to provide the Attorney Opinion letter. They were dropped on October 16th, 2014 to Limited Tier as required:
