NSDM-foreign sales clear through US correspondent brokers. And why would Casavant need to short anything? He owned the printing press and had a pet attorney to forge opinion letters.

I know UC did a lot of his selling/shorting from Aruba in the past and would not be surprised if he did it with CMKX.

Depends on the local laws. Some Caribbean tax shelters are willing to cooperate with U.S. authorities if U.S. laws have been broken.
