My guess is Monday October 6th in the morning. Yom Kippur is Saturday and I'm guessing the WERPO team flies home this Friday.

If the signing completed on 9/30, which it sounds like they did from the website update, the final day to release news is on Monday 10/6.

They have 4 business days after the effective date (4/30) to announce per OTC Pink requirements.
