They have 4 business days after the effective date (4/30) to announce per OTC Pink requirements

Ok, let´s make this very clear so we don´t creat false expectations. Here are the the big questions:
Do they have to announce ONLY to OTC website???? Do the OTC website have to publish that announcement the same date or they keep it secret some other days and then publish it on their web-site?
