I agree EC--I do not know who at the SEC has a hair up their nostril but things should change shortly. Hrct is doing what it has to!

Doing "Due Diligence" is the personal responsibitity of each of us---For a price you can get the old records of Dell China or any other document---but then is it not right EC?-- that to be able use the document you must be able to read? ---English?
